Knesset Legal Advisers Find Arrests Law Legislative Process Flawed
The Knesset's legal advisory office has determined that the legislative process for the Arrests Law was flawed due to two key factors. First, the law was enacted through a process that violated Knesset Rules of Procedure and Basic Law requirements, as its content exceeded the scope of the original bill and constituted a "new subject." Second, the process failed to meet heightened standards required under the circumstances, including significant changes following October 7, 2023, the application of the continuity principle requiring updated military and defense data, and substantial constitutional difficulties detailed during the legislative process.
