NATO chief says Putin planned Moscow celebration after Ukraine invasion that never occurred

NATO Secretary General Mark Rutte stated that Russian President Vladimir Putin had arranged a major celebration in Moscow lasting 4 to 5 days following the launch of the full-scale invasion of Ukraine. Rutte noted that the planned celebration has still not taken place.
