Ephraim Brigade spotted terrorist before deadly attack – and did nothing

Minutes before the attack, the observation posts of the Ephraim Brigade identified the terrorist, armed with a long weapon, crawling toward the attack site and positioning himself for the shooting. The observers watched the events unfold for several minutes, but nothing was done to prevent the attack (Yinon Yitach).
