Reconstruction plans must be formulated within 60 days of negotiations to end the war. 5. Negotiation Timeline: Talks for a permanent ceasefire must begin on the first day of the ceasefire, with an “independent technocrats’ committee” managing Gaza under an Egyptian plan starting the following day. 6. Long-Term Ceasefire: A truce lasting 5 to 7 years between Israel and Hamas.
