Iran says US-Iran talks show progress but face institutional hesitation

Iran's Foreign Ministry spokesperson says the two countries have reached understandings on a large part of issues on the agenda, but denies an agreement is imminent. The spokesperson criticizes what he calls "institutional hesitation" in US policy-making, saying positions change within hours with contradictory messages that harm negotiations.
