The Issue Stalling Doha Talks, And Where Progress Is Being Made
Palestinian sources involved in the negotiations report: A new obstacle has emerged in the Doha talks between Hamas and Israel: Israel's proposed plan to establish a "humanitarian city" in Rafah. According to the sources, this issue is currently blocking progress in the negotiations, as Hamas strongly opposes the initiative. On the other hand, the same sources say that some areas have seen progress in the form of understandings between the parties—most notably, the distribution of humanitarian aid. As previously reported, Hamas has demanded a return to the prior aid mechanism managed by the UN, while Israel insists on maintaining the current system run through the U.S.-backed Gaza Humanitarian Foundation.
