"The Most Complex Challenge": National Emergency War Room Activates Large-Scale Disaster Simulation

The Israeli Ministry of Health has activated the National Health Command Room for a comprehensive headquarters exercise simulating a devastating earthquake with tens of thousands of casualties and systemic infrastructure failures.

The national healthcare framework has launched a massive operational review to prepare for catastrophic natural disasters following warnings regarding structural vulnerabilities across the country. The specialized readiness initiative simulates extreme emergency situations to ensure that lifesaving operations can continue despite severe structural collapse. This intensive administrative push arrives as security and civilian emergency teams adapt to the compounding logistical pressures of multi theater responses.

The Ministry of Health conducted a comprehensive headquarters exercise on Monday, June 29, 2026, simulating a high intensity earthquake scenario. The drill was managed in direct coordination with the National Emergency Authority to test the synchronization between health officials and national rescue bodies. Emergency operators fully activated the National Health Command Room under simulated realistic conditions to stress test professional divisions against extreme operational limits.

The simulated emergency scenario included tens of thousands of casualties, severe destruction of critical infrastructure, and the total blockage of vital transportation routes. The drill also factored in widespread electrical blackouts and cascading logistics challenges designed to disrupt the operational continuity of hospitals. Managing medical care for thousands of simultaneous victims while facing severed supply chains represents one of the most difficult scenarios for state planners.

The exercise is scheduled to continue on Tuesday with specialized professional boards convening a high level supreme hospitalization authority discussion. Ministry of Health Director General Moshe Bar Siman Tov emphasized the critical nature of these operational preparations during his briefing. Bar Siman Tov stated that preparing for an earthquake is among the most complex challenges facing the healthcare system. He noted that our responsibility is to prepare in advance, to drill the healthcare system and the National Health Command Room, and to ensure that even in the most severe extreme scenarios we can continue to save lives and provide continuous, high quality medical care.

The Director General added that the exercise conducted today is part of an ongoing process of strengthening national readiness, and we will continue to deepen it together with all health and emergency entities. Deputy Director General Dr. Sefi Mendelovich clarified that this initial drill represents only the opening stage of a larger strategic framework. Mendelovich explained that the exercise we held today is the first stage in a series of exercises designed to examine and improve the readiness of the healthcare system for an earthquake.

The Deputy Director General stated that after learning the lessons, we will expand the training to the entire healthcare system, out of a commitment to continuous improvement of readiness and the ability to give an optimal response in any scenario. These systemic upgrades follow years of intense public scrutiny regarding the physical durability of local municipal structures. Finance Committee Chairman Member of Knesset Moshe Gafni previously challenged government ministries on their operational readiness, stating that to my deep regret, the State of Israel is not prepared for an earthquake.
