A senior source for the Haredi United Torah Judaism party says that Defense Minister Katz's plan for a draft law, which would include an ultimate target of 50% of the Haredi draft cohort within seven years and personal financial sanctions for draft dodgers, is "unacceptable" to them, according to Channel 12 News.

The source also said that Katz may have arrived at such arrangements with Shas, but that he did not coordinate the idea with all the Haredi factions before announcing his plan to the Knesset Foreign Affairs and Defense Committee today (Monday).

Katz further said that he believes he can succeed where others have failed due to his success in charge of other ministries. He also said he believes he can balance the needs of the army with the needs of the Torah and yeshivah world.
