Colombia-Israel Relations: Coal Exports, Diplomacy & Aid

Colombia's newly inaugurated President Abelardo de la Espriella signed an executive order over the weekend authorizing the resumption of coal exports to Israel, reversing a ban imposed by his predecessor during the war in Gaza.

The decision represents a significant diplomatic shift between the two nations. De la Espriella, widely regarded as pro-Israel, has pursued policies markedly different from those of former President Gustavo Petro, who was sharply critical of Israel throughout his tenure. The coal export resumption is the latest in a series of warming gestures since the new administration took office.

The coal decision follows several major diplomatic achievements between Israel and Colombia in recent months. Earlier this year, Colombia became only the second country in the world, after the United States, to recognize Israeli sovereignty over the Golan Heights, a strategic plateau Israel captured from Syria in 1967 and formally annexed in 1981.

Israeli Foreign Minister Gideon Sa'ar traveled to Colombia and met with President de la Espriella, where he presented Israel's security rationale for maintaining control of the Golan Heights. Despite pressure from Arab states, the Colombian president agreed to the recognition.

Sa'ar also announced a mutual visa waiver agreement between the two countries, set to take effect on September 1st. The agreement will allow citizens of both nations to visit without obtaining visas, significantly facilitating tourism and business connections.

The strengthening relationship has also manifested in humanitarian cooperation. Following a devastating earthquake that struck Colombia approximately one week ago, Israel dispatched the largest rescue delegation of any country that responded to the disaster. Israeli Home Front Command forces are currently operating in the city of Cali and other severely affected areas.

The Israeli delegation, comprising dozens of soldiers and rescue specialists, is working at three of the five largest disaster sites in Cali. The team arrived 96 hours after the earthquake struck, within the window when survivors can still potentially be found beneath rubble.

On the ground, the Israeli military delegation is coordinating closely with municipal authorities and Colombian government ministers, using their extensive experience from the recent Venezuela quake.

The resumption of coal exports to Israel, alongside the Golan Heights recognition and visa waiver agreement, signals a dramatic transformation in bilateral relations. President de la Espriella's diplomatic initiatives reflect a pragmatic, pro-Israel approach that stands in stark contrast to his predecessor's policies.
