Hezbollah is active in pilot areas designated under the Israel-Lebanon framework agreement, operating under civilian cover in limited numbers. The group is conducting damage assessment, intelligence gathering, and establishing presence through local elements, exploiting the Lebanese army's reluctance to confront it. A Lebanese political figure from the anti-Hezbollah camp stated: "The Lebanese state is not doing what is incumbent upon it; if everywhere Israel withdraws from, Hezbollah enters, it only shows how critical the issue of disarming Hezbollah is even before the Israeli withdrawal."
