The practical implications of the vote are severe and potentially life-threatening. Students at Or David continue attending classes in temporary prefabricated structures under substandard conditions. Most critically, the facility lacks any protected space whatsoever. When air raid sirens sound, students and teaching staff must evacuate the building entirely to seek shelter elsewhere.

"We're talking about a reality that's unthinkable in 2026," outraged parents stated. "How can elected officials stand by with zero compassion and allow this situation to continue just because these are haredi children?"

The absence of bomb shelters has become an increasingly urgent concern as missile threats continue across Israel. Recent incidents have underscored the critical importance of protected spaces, with families in cities like Arad narrowly escaping direct hits by reaching shelters in time. The Or David students have no such option.

Binyamin Asher, a city council member who holds the haredi youth portfolio, expressed his anguish over the decision. "This is a scandal," he told Kikar HaShabbat. "I expect elected officials to understand that not everything is political. Educational institutions and children's safety come above all else. The Shas faction, led by Deputy Mayor Rafael (Pali) Cohen, together with council member Yehuda Danino, will continue fighting for the students and residents of the city."

Puzzling Decision: Budget Would Have Returned to City Coffers

City officials have characterized the opposition's decision as particularly baffling. The proposed budget was designated solely for planning purposes, with the funds scheduled to return to the municipal treasury upon completion of the planning phase. Despite this financial structure, the opposition chose to block the measure entirely.

Mayor Roi Gabay, who was elected in 2019 with 51 percent of the vote on a platform promising to lead Yavne in a new direction, now faces a critical test of his ability to advance essential infrastructure projects in the face of determined opposition resistance.

Parents have issued a stark accusation against the opposition members. "Our children's lives have become tools in an ugly political game that crushes their personal security," they declared.

The question now is whether political leaders will act to end the standoff before the next emergency siren sounds over Yavne.
