Regional intelligence officials and military sources have revealed evidence suggesting Iran planned to continue regional escalation from the outset, using its engagement with a U.S.brokered memorandum of understanding as a tactical maneuver to buy time while significantly increasing weapons production and coordination with its regional proxies.

Iranian Price Tag

According to the reports, senior intelligence officials in the region point to growing Iranian intentions to escalate against the United States and Gulf states, as part of a political "price tag" strategy targeting President Trump and regional governments.

During the two months of the fragile ceasefire under President Trump's memorandum of understanding, Iran worked intensively to improve both its negotiating position and military capabilities.

Veteran commanders from the Iran-Iraq War were recalled to service, the Revolutionary Guards were granted broader authority over state and military operations, and Iran feverishly rebuilt its missile and drone production capacity.

Additionally, the Iranians sent advanced missiles and command-and-control systems to the Houthi rebels in Yemen, sharing Iranian and Russian satellite intelligence to help them apply economic pressure through attacks on Red Sea shipping, with particular emphasis on damaging the Saudi economy.

Beyond this, Revolutionary Guards elements reportedly planned ground operations against Kuwait and Saudi Arabia, which may have prompted the heavy U.S. and Saudi strikes against targets in Iraq.
