British Prime Minister Keir Starmer announced his resignation Monday morning in a statement outside 10 Downing Street, ending two turbulent years in office and making way for what would be the United Kingdom's seventh prime minister in a decade.

The announcement came after Starmer faced a sustained uprising within his center-left Labour Party, with calls for his departure intensifying in recent weeks. The resignation clears the path for Andy Burnham, the former Greater Manchester mayor, who had been openly preparing a leadership challenge and is now the overwhelming favorite to succeed him.

The immediate trigger was Burnham's decisive victory last Thursday in the Makerfield by-election in northwest England, a result widely described as "the straw that broke the camel's back," with Burnham's stock so high that it became implausible Starmer could feasibly fight on. Burnham was due to be sworn in as a member of parliament Monday, the same day Starmer made his announcement.

Starmer, 63, had lost two key cabinet ministers in recent weeks. Health Secretary Wes Streeting quit last month and issued a stinging attack on Starmer's record of indecision. Defense Secretary John Healey quit this month in a dispute over military funding, accusing Starmer of failing to deliver on his public promises.

The political pressure unfolded against a backdrop of economic stagnation and declining public confidence, with persistent low growth, crumbling infrastructure and a perceived loss of global influence fueling a wider narrative of national decline. A disastrous showing in local elections saw Labour lose over 1,100 council seats, while Nigel Farage's Reform UK gained more than 1,450.

Among Starmer's lingering political headaches was a damaging scandal over his decision to appoint Labour grandee Peter Mandelson as U.S. ambassador in December 2024, despite Mandelson's friendship with the late convicted sex offender Jeffrey Epstein. Starmer fired Mandelson in September and is not accused of any wrongdoing.

President Donald Trump, who had predicted the resignation in a Truth Social post Sunday, wrote that Starmer "failed badly on two very important subjects, immigration and energy."

Burnham, known as the "King of the North" for his advocacy on behalf of northern England, is now poised to enter Downing Street, with party figures expressing hopes of avoiding a drawn-out leadership contest if he faces no serious challenger. Under Labour rules, candidates require the support of 20% of MPs to enter a contest; if Burnham is the only one to clear that bar, he could become prime minister without a membership vote.
