Ministry Limits Parent-Teacher Contact Hours

New directive restricts when parents can message or call teachers, following campaign by teachers' union to protect educators' personal time

Israel's Education Ministry has issued an official directive regulating communication between parents and teaching staff, following 18 months of intensive negotiations led by the Teachers Union. The new policy aims to curb the widespread practice of parents contacting educators during their off-hours, including late at night, on family vacations, and over weekends.

The directive establishes that while maintaining strong parent-teacher relationships remains essential across all educational settings, such contact must respect professional boundaries and educators' private time.

Under the new framework, communication will be limited to designated channels determined by each school in consultation with both professional staff and parents.

Yaffa Ben-David, secretary-general of the Teachers Union, praised the development as "an unprecedented achievement," emphasizing that "teaching staff are not a call center—they have families and a fundamental right to personal time. The relationship with parents must be built on mutual respect, which includes honoring their time and boundaries." Ben-David thanked Education Minister Yoav Kisch and ministry professionals for their partnership in formulating the regulations.

She added that the union views protecting educators' dignity, rights, and professional standing not merely as an obligation to staff, but as a fundamental prerequisite for building a strong, high-quality, and progressive education system in Israel.
