Hamas Claims Second Phase of Hostage and Ceasefire Talks Underway

This revelation, shared with a French news outlet, outlines Hamas's intent to address several critical issues in the upcoming round of talks. Among the topics on the table are the establishment of a permanent ceasefire, measures to prevent the resumption of hostilities, the withdrawal of Israeli Defense Forces (IDF) from Gaza—including from the contentious Philadelphi Corridor—and the criteria for releasing Palestinian prisoners, including those labeled as terrorists.

The source also highlighted that Hamas holds several senior IDF officers and soldiers captive, adding urgency to the negotiations. Hamas's statement indicated that although they are ready to proceed with the talks, they have accused Israel of “evading and delaying” the implementation of the agreement, particularly concerning the delivery of humanitarian aid. These accusations reflect ongoing frustrations between the two sides over the terms of the ceasefire.

At the same time, Israel has confirmed its plans to send a delegation to Doha, the capital of Qatar, to take part in the discussions. This move signifies a continued commitment to pursuing diplomatic solutions, despite the ongoing hostilities and complex political landscape.

The initial ceasefire agreement stipulated that the second phase of negotiations would begin after 16 days of truce, which began on the day the report was made public. Hamas has also underscored that its sections of the agreement include provisions for continued humanitarian aid into Gaza. However, the terror group has been criticized for controlling much of the aid, using it to fund its operations rather than addressing the needs of Gaza’s civilians. Among the aid items to be discussed are food, medicine, tents, caravans, and materials to renovate essential infrastructure such as hospitals, water stations, and bakeries. In addition, fuel and heavy machinery are planned to be brought in for construction and to deal with the aftermath of the conflict.
