A dramatic incident unfolded in Ukraine's capital when personnel from the country's two primary intelligence services engaged in an armed confrontation that left three military intelligence officers wounded. The clash occurred in Kyiv's Breznyaki neighborhood, drawing investigators to the scene and resulting in street closures.

The incident centered on the detention of Stepan Kaplunov, deputy commander of a unit within the Russian Volunteer Corps, a formation composed of Russian nationals fighting alongside Ukrainian forces. Ukrainian security personnel arrived at the location as part of an operational activity, which subsequently escalated into a violent confrontation between the two agencies.

According to sources cited in Ukrainian media, officers from the GUR, Ukraine's military intelligence directorate, attempted to reach the scene and retrieve Kaplunov. The tension quickly escalated into armed conflict, resulting in injuries to three GUR personnel.

The SBU, Ukraine's security service, offered a different account of events. The agency claimed its officers were conducting urgent investigative operations related to a terrorism plot allegedly orchestrated by Russia's FSB intelligence service. According to the SBU's version, during a search at one of the addresses, an armed group attacked the investigative team, attempted to obstruct the operation, and blocked security forces' vehicles.

In response to the resistance, the SBU summoned its elite Alpha unit. According to the service's statement, its personnel used weapons to suppress the resistance. Those involved were detained, and firearms and documents were seized at the scene.

The incident quickly became particularly sensitive because those involved were not criminal elements or Russian operatives, but members of Ukraine's own security apparatus. According to reports, the GUR personnel were connected to a unit fighting on Ukraine's side, raising serious questions about coordination between intelligence bodies in a country engaged in active warfare.

Investigators from the State Bureau of Investigation (DBR) arrived at the scene, along with senior officials from both services. Police cordoned off the street in the area and began examining the circumstances of the incident. According to reports, both sides lowered their weapons to allow the investigation to proceed.

The confrontation also drew a sharp response from the political leadership. Ukrainian President Volodymyr Zelensky characterized the incident as a serious matter and demanded an investigation, emphasizing that while the country is at war with Russia, its security agencies should not be turning weapons on each other.

The sensitivity surrounding the incident is particularly acute because the SBU and GUR are two of the most central bodies in Ukraine's security apparatus. Since the full-scale Russian invasion in 2022, both have assumed critical roles in the war effort, including intelligence operations, sabotage prevention, and covert operations against Russia.
