Groundbreaking Dialogue in Naqoura

The Prime Minister’s Office (PMO) announced this evening (Wednesday) details of a historic meeting that took place this morning in Naqoura, Lebanon. The meeting involved the Deputy Head of the Foreign Policy Division at Israel’s National Security Council (NSC), alongside US President Trump's Advisor on Lebanon Affairs, Morgan Ortagus, and relevant Lebanese civilian representatives.

The PMO's statement noted that the meeting "took place in a good spirit" and that the participants agreed to formulate "ideas for promoting possible economic cooperation between Israel and Lebanon."

Crucially, Israel used the meeting to deliver an unambiguous message: the disarmament of the Hezbollah terror group is obligatory, irrespective of any potential progress on economic cooperation. The parties concluded the session by agreeing to hold "follow-up discussions."

Tension and American Mediation

The decision by Prime Minister Benjamin Netanyahu to send an NSC representative to meet with Lebanese officials comes amidst escalating tension between the two countries. Israel has repeatedly voiced concern over Hezbollah's intensified rearmament efforts and claims that Lebanon and its army are failing to adequately address the issue.

Behind the scenes, the Americans are working intensely to prevent the collapse of the existing ceasefire agreement in Lebanon. The US is attempting to overcome the significant hurdle of disarming Hezbollah, which is widely considered "the elephant in the room," by leveraging the potential for economic ties between Israel and Lebanon.

This meeting follows yesterday's reporting that Israel presented the US with substantial evidence regarding Hezbollah's rearmament. That evidence was presented directly to Morgan Ortagus, who participated in today’s meeting in Naqoura. Ortagus had previously met with the Prime Minister, the Minister of Defense, and the Head of Military Intelligence, Major General Shlomi Binder, where she was shown documentation indicating that the Lebanese Army is neither capable nor willing to enforce Hezbollah's violations. A senior Israeli official emphasized the necessity of external validation, stating last night that "Israel needs American legitimacy for any step that may be decided upon."

The American contingent at today's meeting also included Deputy Special Envoy to the Middle East, Steve Whitkopf. The meeting is viewed as a significant milestone in American efforts to delay a potential Israeli military operation in Lebanon.

Hezbollah Reacts, Israel Prepares

Immediately following the news of the meeting between Israeli and Lebanese representatives, Hezbollah supporters on motorcycles staged a protest demonstration in the organization's stronghold in the Dahiyeh suburb of Beirut. This reaction underscores the sensitivity and significance of direct, even indirect, high-level contacts between the two nations.

Against this backdrop of diplomatic engagement and rising tensions, Prime Minister Netanyahu and Foreign Minister Gideon Saar announced a special briefing for Israeli ambassadors worldwide, to be held at the Ministry of Foreign Affairs. This move reflects the seriousness of the situation with Hezbollah and the mounting American pressure on Israel to proceed to "Stage B" of the Trump peace framework.
