Amir Hisham Muhammad Titi, a 34-year-old resident of Ba'ana, was arrested by Border Police undercover units following a joint operation by the Shin Bet and Israel Police.
The Haifa District Attorney's Office filed a formal indictment charging Titi with providing critical intelligence to a foreign agent operating on behalf of Iran, identified by the codename "TOM."
Exploiting Medical Access and Hospital Data
Operating as an ambulance driver since October 2025, Titi exploited his unhindered movement across medical facilities to document hospital readiness in routine and emergency modes. Following missile strikes during Operation "Roar of the Lion", he transmitted extensive photography from Rambam Health Care Campus and the Galilee Medical Center. His reports detailed patient counts, casualty numbers, and the underground relocation of patients from Carmel Hospital to Rambam.
During an official visit by President Isaac Herzog and Finance Minister Bezalel Smotrich to the Galilee Medical Center, Titi proactively alerted his handler and dispatched real-time photos of the presidential convoy to verify the location.
Surveillance of Officials and Public Demonstrations
Titi's surveillance efforts extended beyond medical sites to include high-value civilian and political targets. He traveled to the home community of former Defense Minister Yoav Gallant to capture photos of residences, access roads, and local clinics. In exchange for promised payments of up to 10,000 NIS per assignment, he provided photos, videos, and damage reports following a missile strike in Ba'ana.
Additionally, Titi collected intelligence on security camera networks at the Haifa Museum, distributed anti-war placards at public protests, and filmed demonstrations at Horev Center in Haifa and Hostages Square in Tel Aviv.
Security authorities confirmed that Titi expressed willingness to carry out a physical assault for 50,000 NIS, though the task was never executed.
Israeli law enforcement reiterated a severe warning against foreign recruitment attempts, emphasizing that intelligence services will continue targeting state treason with maximum legal severity.
