Top 5 Most Effective Israeli Ministries in 2024 – and the Ones That Lagged

New report ranks government ministries by implementation rates. Ministers Vaserlauf and Margi top the list, while Amichai Eliyahu and Meir Porush fall short.

A revealing new report from the Prime Minister’s Office, published Tuesday, sheds light on the performance of Israel’s government ministries in 2024. The annual implementation report tracks how effectively ministries executed cabinet decisions throughout the year — and the results are striking.

Ministries That Delivered

Leading the rankings is the Ministry for the Development of the Negev and the Galilee, headed by Minister Yitzhak Vaserlauf, which fulfilled an impressive 96.3% of its assigned tasks. Close behind is the Welfare Ministry under former minister Yaakov Margi, with a 91.8% completion rate, followed by the Health Ministry, led in 2024 by former minister Uriel Buso, at 88.8%.

The Ministries of Education, Culture & Sport, and Interior also performed strongly, landing in the upper tier of the rankings.

Ministries That Fell Short

At the bottom of the list is the Ministry of Heritage, headed by Minister Amichai Eliyahu, which executed only 35.3% of its directives. Just above are the ministries led by Ministers Amichai Chikli (50%), Idit Silman (57.5%), Itamar Ben Gvir (63.5%), and May Golan (63.6%) — all skimming the lower end of the performance chart.

Channel 12 journalist Almog Boker, who reports from southern Israel, noted the real-world implications of the rankings. “Local leaders are telling us that ministers like Vaserlauf, Margi, and Buso are constantly present, working around the clock. They’re not just showing up — they’re delivering.”

This government performance audit has become a key tool in promoting accountability and transparency. It not only provides an annual snapshot of ministerial effectiveness, but also helps spotlight ministries that may require greater oversight or restructuring.

The report's findings could also affect public trust, especially in ministries seen as failing to follow through on decisions that impact everyday Israeli life.
