The Shapira Special Education Committee submitted its recommendations, arguing for a 5-day school week and 19 students per class in order to better integrate special needs children into regular classrooms, according to Calcalist.

The committee, which met with and discussed the question of special education with all relevant stakeholders, also recommended "inverting" the budget pyramid and focusing primarily on early childhood education, a vital period for the child's formation and development.

Education Minister Kisch said that he accepted the committee's recommendations and that he would have a committee look at its implementation in practice.
