"Target Map" Threatens Jewish Businesses in Canada

The group, Palestine Action-Canada, says the map is meant to direct activists toward targets for “direct action.” According to B’nai Brith Canada, the map links users to an “underground manual” that provides guidance on forming small cells, damaging property, avoiding law enforcement and destroying evidence.

An anti-Israel network has published an online “target map” identifying businesses, institutions and facilities in Canada, Europe and the United States that it claims are connected to Israel or its military.

The group, Palestine Action-Canada, says the map is meant to direct activists toward targets for “direct action.” According to B’nai Brith Canada, the map links users to an “underground manual” that provides guidance on forming small cells, damaging property, avoiding law enforcement and destroying evidence.

The map includes institutions the group alleges are tied to Israel, Israeli defense firms or broader supply chains connected to the IDF. B’nai Brith Canada says the publication of such a map creates a direct risk to Jewish communities, Israeli-linked businesses and other institutions that could be targeted by activists or extremists.

Richard Robertson, B’nai Brith Canada’s director of research and advocacy, described the manual as offering “operational guidance for terroristic anarchy.” The organization said it has alerted law enforcement, national security agencies and international partners about the map and the material connected to it.

The publication of the target map comes amid rising concern in Canada and other Western countries over antisemitic incidents and anti-Israel activism that has moved beyond protest into vandalism, intimidation and attacks on businesses. B’nai Brith said online material of this kind can contribute to radicalization, especially among young people.

A related group, Palestine Action-UK, has been linked to attacks on industrial sites since 2023, including a violent attack on Elbit Systems in 2024. The United Kingdom designated Palestine Action-UK a terrorist organization in 2025 after multiple incidents involving property damage and injuries.

B’nai Brith Canada said it plans to press Public Safety Minister Gary Anandasangaree to consider a similar terrorist designation for Palestine Action-Canada. The organization said the Canadian government should act before the material leads to further attacks.

The case places renewed attention on how governments respond to activist networks that publish information about potential targets while framing property damage and sabotage as political action. Canadian officials have not yet announced any decision on whether they will pursue a designation or other enforcement steps against the group.
