Israel's defense establishment and domestic defense industries are preparing to open new production lines for precision munitions and J-DAM smart bombs for the Israeli Air Force, according to a report Wednesday evening by Nir Dvori on Channel 12 News.

The initiative aims to significantly expand Israel's domestic manufacturing capacity for munitions that form the core of the Air Force's operational activities, thereby reducing the country's dependence on foreign suppliers during emergencies.

Defense officials are seeking to draw lessons from the current war and the difficulties encountered in replenishing munitions stockpiles throughout the conflict. The goal is to manufacture a larger portion of the IDF's required equipment domestically and ensure continuous supply even during prolonged campaigns or when foreign procurement faces restrictions.

Behind the strategic initiative lies a significant budgetary dispute. According to the report, Prime Minister Benjamin Netanyahu approved an immediate allocation of 15 billion shekels (approximately $4.1 billion), alongside an additional 25 billion shekels ($6.8 billion) to be transferred by year's end.

Defense establishment sources claim that despite the approval, the Ministry of Finance is not actually transferring the required budgets. Defense officials warn that the delay could damage procurement and production plans and result in the loss of a critical year of equipment acquisition precisely when stockpiles need to be rapidly increased.

Defense establishment officials also criticize what they describe as the "Treasury method": They claim the defense establishment is first given a budget insufficient to meet full needs, then later faces criticism over how it manages resources.

Despite the dispute, the Defense Ministry has decided not to wait for resolution of the budgetary crisis. Establishment of the new production lines is expected to proceed in parallel with negotiations with the Finance Ministry, with the intention of shortening as much as possible the time until Israel's domestic production capacity expands.
