Russian Guards Enter Estonia: Border Incident Explained

Three Russian border guards briefly crossed into Estonian territory on Wednesday morning along the Narva River in eastern Estonia, prompting heightened patrols and a diplomatic response from Tallinn. Estonian officials emphasized that there was no immediate security threat, but noted the sensitivity of the incident given Estonia’s status as both a European Union and NATO member state.

According to the Police and Border Guard Board (PPA), the incident occurred around 10 a.m. near the Vasknarva breakwater in Ida-Viru County. Surveillance equipment detected a Russian hovercraft stopping at the stone breakwater, a structure that straddles the border between Russia and Estonia at the entrance to Lake Peipus. Video released by the PPA shows three uniformed Russian border guards disembarking, walking along the breakwater, crossing the control line into Estonian territory, and then returning to the Russian side before departing by hovercraft.

Several Estonian patrol units were dispatched to the area, and an initial inspection of the breakwater was conducted. Eerik Purgel, head of the PPA’s Eastern Prefecture, said the crossing was fully documented and that Estonia has established official contact with Russian border representatives to seek an explanation. A meeting between border officials is scheduled for Thursday, and the Ministry of Foreign Affairs said it will summon the Russian Embassy’s chargé d’affaires in Tallinn.

Interior Minister Igor Taro said the motives behind the crossing remain unclear. “There was no direct security threat, but the Police and Border Guard Board has significantly increased its presence and patrols,” he told public broadcaster ETV. He noted that the incident took place in an area governed by a long-standing agreement requiring Russian vessels to notify Estonian authorities when transiting from the Narva River into Lake Peipus. “They have always informed us in advance. This time they did not,” Taro said.

Taro also pointed to what he described as increasing inconsistency among Russian border guard personnel, attributing it to staffing shortages and the use of guards brought in from other regions. The Russian guards were in Estonian territory for roughly 20 minutes and were not detained because they had already returned to Russian territory by the time Estonian units arrived.

The Narva River has become an increasingly tense frontier since Russia’s full-scale invasion of Ukraine in 2022. In recent years, Russia has removed border markers from the river, violated Estonian airspace, and staged other incidents along the border. While Estonian officials stopped short of labeling Wednesday’s crossing a provocation, the episode underscores how even brief, unexplained incursions carry wider implications when they occur on the border of an EU and NATO state.
