Hamas announced on Wednesday that a crucial step in ongoing indirect ceasefire talks has been completed, confirming the exchange of prisoner lists with Israeli negotiators. The group stated that the negotiations are fundamentally focused on achieving three major objectives: an end to the war, the complete withdrawal of Israeli forces from the Gaza Strip, and a comprehensive prisoner exchange deal.

Taher al-Nunu, a media adviser to the head of Hamas’s political bureau, expressed optimism regarding the process. He said the Hamas delegation had demonstrated "the necessary positivity and responsibility" and that mediators were "making great efforts to remove any obstacles," adding that "a spirit of optimism prevails among all parties."

High-Value Prisoners and Turkish Pressure

Palestinian sources speaking to Ynet confirmed that the issue of prisoner releases has taken on new urgency, with the updated lists submitted by Hamas emphasizing the demand for the release of inmates serving long or life sentences in Israeli prisons.

A senior Palestinian official revealed that efforts are underway to increase the number of life-sentence prisoners sought for release from the previously discussed 250 to 300 individuals. According to the Palestinian Prisoners Club, 303 people are currently serving life sentences.

“For these prisoners, this could be their last chance to go free,” the official told Ynet.

The sources indicated increased diplomatic pressure from Turkish mediators, who are reportedly advocating for the inclusion of specific high-profile individuals and pushing Israel to avoid vetoing names or demanding the deportation of released prisoners to third countries.

Deportation as a Major Sticking Point

The terms of release, particularly the issue of deportation, remain a significant point of contention. Hamas is demanding that inmates remain in the "Palestinian territories", but Israel often insists on deporting specific high-risk individuals abroad to prevent a return to terrorist militant activity.

The official explained the difficulty faced by deported individuals:

“Deported prisoners are technically released, but they face many difficulties, especially those staying in Egypt. They hold no citizenship, cannot move freely, and Egypt serves as a transit point to other destinations in Europe or countries such as Pakistan.”

Despite these challenges, the official argued that most individuals released in prior prisoner exchanges have not returned to political or terrorist activities, often residing abroad with limited involvement in Palestinian affairs.
