The email, originally intended strictly for city staff, carried the subject line: "Employee Availability during Operation 'Am Kalavi' [Rising Lion]."

Am Kalavi was the name of Israel's 12 day war against Iran in June 2025.

In the message, Greenberg demanded that staff remain on high alert over the coming days. "In light of the security situation, your full availability is required this weekend," he wrote. According to reports, the wording of the message was understood as a hint regarding a potential attack on Iran scheduled for the weekend.

While the correspondence was likely intended to ensure municipal preparedness for any scenario, the leak of the specific operational name and the urgent tone regarding the weekend caused immediate panic among residents. Many interpreted the internal directive as a confirmation that a significant military event is unavoidable in the immediate future.
