Bribery allegation:

Probe sought on Netanyahu over US aid deal

Advocacy group asks Attorney General to investigate whether Prime Minister's agreement with Trump to halt American security assistance was tied to political support ahead of Israeli elections

Netanyahu at the ballot box

The Movement for Quality Government in Israel submitted an urgent request Tuesday to Attorney General Gali Baharav-Miara and senior law enforcement officials, demanding a criminal investigation into Prime Minister Benjamin Netanyahu over his reported initiative to freeze American security assistance to Israel.

The petition, also sent to State Attorney Amit Aisman, Police Commissioner Daniel Levy, and head of the Investigations and Intelligence Division Boaz Blatt, asks authorities to examine possible charges of breach of trust, bribery, and bribery of a foreign public official.

At the center of the complaint is the report that US President Donald Trump announced he had reached an agreement with Netanyahu, at the Prime Minister's initiative, to halt American security aid to Israel through the end of the year.

According to the letter, the assistance amounts to approximately four billion dollars annually and is part of a security agreement between the two countries scheduled to run through 2028.

The suspected connection

The Movement for Quality Government is asking authorities to determine whether there was an improper connection between the reported agreement to freeze the aid and political support Trump provided Netanyahu ahead of Israeli elections.

The petition also claims the announcement about halting the aid was published on the day of US midterm elections, and asks whether the move provided a political advantage to the American president as well.

The letter states that the question requiring investigation is whether there was an understanding, condition, or improper connection between a political benefit and the exercise of governmental authority.

The organization emphasizes it is raising suspicions that require investigation, not asserting that a criminal offense was committed.

The claim: security establishment not consulted

Another allegation raised in the petition concerns the decision-making process.

According to the Movement, based on published reports, the initiative to freeze the aid was not coordinated with the defense establishment or the IDF, despite being a decision with significant budgetary and security implications.

The letter notes that approximately two weeks before the announcement, a delegation from the Defense Ministry visited the United States to examine procurement plans based on continued aid.

The petition further claims the reported agreement was reached during a transition government period, after Israeli elections but before formation of a new government. For this reason, the Movement asks authorities to examine the decision-making process and what consultations, if any, were held with authorized officials.

Bribery and breach of trust offenses

In the legal section of the petition, the Movement cites Section 284 of the Penal Law, which addresses fraud and breach of trust by a public official, and sections dealing with bribery offenses.

The organization also asks authorities to examine, if appropriate factual basis is found, whether suspicion could arise of bribery of a foreign public official.

However, the letter itself emphasizes that opening a criminal investigation against a sitting prime minister requires the consent of the Attorney General, in accordance with Basic Law: The Government.

The petition was signed by Attorney Yaniv Goldberg, head of the economic division at the Movement for Quality Government, who requested an urgent response.

The Movement asks that if a basis is found establishing reasonable suspicion of an offense, a criminal investigation be opened subject to required approvals. Alternatively, if a preliminary examination is needed, they demand it be conducted without delay.
