The incident occurred following severe congestion built up in the area over recent days, which ultimately led to the collapse of local security arrays.

Systems Overwhelmed by Mass Influx
The land arrival of the migrants comes in addition to more than 1,500 people, including adults and minors, who reached Ceuta by swimming from the Moroccan coast over recent days.
The massive influx of unauthorized individuals has pushed reception centers and facilities designated for minors to complete capacity.
Calls for National Emergency Declaration
In light of the infrastructure collapse and the inability of local police forces to manage the influx, the government of Ceuta demanded that the central government in Madrid declare a national state of emergency and deploy military forces.
Juan Jesús Vivas, the leader of the enclave, clarified that the territory is facing a situation of an absolute humanitarian and social emergency.
Vivas further called on the Spanish government to take urgent measures, describing the necessity of a decisive, firm, immediate, and coordinated response to restore control over the border.
Meanwhile, local authorities warn that without immediate intervention, it will no longer be possible to provide basic security or humanitarian support.
