Gaza Aid Smuggling: Nicotine Hidden in Humanitarian Cargo

Israeli security officials at the Kerem Shalom crossing uncovered an elaborate smuggling operation yesterday when inspectors from the Defense Ministry's Land Crossings Authority found approximately 100 bottles of liquid nicotine hidden inside what appeared to be ordinary beverage containers.

The contraband, with each bottle holding 1.5 liters, was concealed aboard a truck ostensibly carrying humanitarian aid purchased by an Israeli company through the private sector aid mechanism. Inspectors from the Crossings Authority, working alongside representatives from the Coordination and Liaison Administration for Gaza (known by its Hebrew acronym CLA), conducted a thorough security check that revealed the sophisticated concealment method. Authorities confiscated the entire truck and transferred it to customs and enforcement agencies for further investigation.

Immediate Suspension Ordered

Major General Yoram Halevi, the Coordinator of Government Activities in the Territories (COGAT), responded swiftly to the discovery by immediately freezing the company's authorization to bring aid into Gaza until further notice. The decision reflects what officials describe as a "zero tolerance" policy toward exploitation of humanitarian aid channels for prohibited purposes.

This incident joins a series of similar smuggling attempts exposed in recent months. In February 2026, authorities thwarted an attempt to smuggle hundreds of kilograms of tobacco hidden inside cans of stuffed grape leaves, also part of a shipment from a licensed Israeli company, which resulted in Halevi suspending the firm's permit. In March, inspectors discovered bottles of nicotine products concealed within hygiene kits from an international agency.

Lucrative Black Market

Liquid nicotine represents more than just a consumer product. In Gaza, where shortages have made cigarettes and tobacco expensive and highly sought-after commodities, such materials can fuel a black market and channel funds to organizations controlling the territory. This explains why inspections at crossings remain so rigorous, even for pre-approved shipments.

The pattern is clear: various actors repeatedly attempt to exploit humanitarian aid flows to introduce prohibited or profitable goods into Gaza. Just months ago, authorities arrested three suspects who tried to smuggle contraband in dirt mounds near Kerem Shalom crossing, with the seized items including communications equipment and batteries intended to assist Hamas.

Ongoing Tension

The incident highlights the persistent tension between the need to deliver humanitarian assistance to Gaza's civilian population and concerns about exploitation of the aid system. The Crossings Authority and security establishment continue to emphasize that any smuggling attempt, large or small, will be handled severely, with company permits revoked immediately upon discovery of violations.

The truck will never reach its intended destination. The Israeli company now awaits notification regarding whether it can continue operating within the aid mechanism. Meanwhile, Kerem Shalom crossing continues its operations.
