Channel 13 Sale to Billionaire Approved

The Second Authority for Television and Radio has approved the acquisition of Israel's Channel 13 by the Merit Fund, backed by high-tech billionaire Asaf Rappaport, with strict oversight conditions attached.

The council of the Second Authority for Television and Radio approved the acquisition of Channel 13 by the Merit Fund on Wednesday, following donations to the fund by Asaf Rappaport and Yinon Kostika. The decision came after multiple hearings examining the ownership structure, funding sources, and commitments made by the buyers.

The review was conducted by Uri Sharaf, acting director-general of the Second Authority, and the regulator's professional team. It assessed whether the buyers could ensure Channel 13's continued normal operations while protecting the public interest and the broadcaster's editorial independence.

As a condition for approving the deal, the Second Authority demanded the establishment of oversight, control, and transparency mechanisms. Their purpose is to ensure that completing the acquisition will not lead to improper influence over Channel 13's operations, the content it broadcasts, or its decision-making processes.

Among other measures, mechanisms were established to ensure transparency regarding funding sources and the identity of donors. Additional conditions were set concerning future donors who may seek to invest in the network or influence its activities. Channel 13's independence is also expected to be strengthened through the expansion of the circle of decision-makers within the Merit Fund.

Another central issue examined before granting approval was Channel 13's financial stability and its ability to continue operating in an orderly and stable manner. The buyers committed to providing guarantees for completing investments in Israeli content production, as well as maintaining a significant safety cushion to ensure the financial stability of the Merit Fund as the controlling shareholder of the broadcaster.

Mordechai Mordechai, chairman of the Second Authority's council, stated: "Approval of the deal was granted after a comprehensive and thorough examination of all aspects of the acquisition, the buyers' commitment to ensuring the continued normal operation of Channel 13, and securing oversight and transparency mechanisms."

He added: "The council's primary consideration was the public interest alongside preserving the broadcaster's independence."
