EU Sanctions on West Bank Settlements: France Pushes Trade Restrictions

French Foreign Minister Jean-Noël Barrot issued a strongly worded statement Friday addressing escalating violence in the West Bank. In his remarks, Barrot noted that Israeli leaders, including the president, prime minister, and foreign minister, have themselves condemned recent violence by extremist settlers.

"Their acts of terror threaten not only the two-state solution, but constitute an unacceptable assault on the dignity of the Palestinian people and endanger Israel's own security, as well as regional stability," the French foreign minister warned in his statement.

Barrot made clear that France intends to push for concrete action in response to the deteriorating situation. "In this context, we will call for the imposition of new sanctions against those responsible for settlement activity and this violence," he declared. The minister emphasized a joint French-Swedish position advocating for measures at the European commercial level.

He questioned how the European Union, which holds authority over trade policy, could allow products originating from what he termed illegal settlements in the West Bank to enter EU territory unlawfully. "How is it possible that the European Union would support this illegal activity through its trade?" Barrot asked.

Drawing a parallel to past EU actions, the French minister recalled that "we knew how to make very firm decisions in the past, already in 2014 regarding the Crimean peninsula, when imports were blocked because the European Union rightly believed that trade could not be conducted with territory that was illegally seized." He called on the European Commission to act on the matter in accordance with the Council's demands.

Barrot also outlined a separate political initiative aimed at supporting Palestinian governance. "I will propose to my European colleagues that we could, as early as September, send a support mission to the Palestinian Authority to help organize elections for the Palestinian parliament and presidency," he said. The minister noted that holding elections is a commitment made by Mahmoud Abbas in the summer of 2025.

According to Barrot, elections represent a crucial tool for Palestinians, as "there is no stronger means for a people aspiring to self-determination than to express themselves fully through the opportunity of a free vote, and to choose for themselves leaders who will then become, for the international community, entirely legitimate interlocutors."
