The White House has released the key points of President Donald Trump’s comprehensive plan for ending the current war and redeveloping Gaza, just as the President is set to meet with Israeli Prime Minister Benjamin Netanyahu. This proposal, accompanied by a map detailing Israel’s phased withdrawal, is being presented as the essential framework for securing an immediate peace and providing a clear, step-by-step roadmap for the future of the territory.
The plan’s core objective is to transform Gaza into a "deradicalized terror-free zone that does not pose a threat to its neighbors" and redevelop it "for the benefit of the people of Gaza, who have suffered more than enough."
Phase 1: Immediate Cessation of War and Hostage Exchange
- War Stoppage: If both sides agree to the proposal, the war will immediately end.
- Military Suspension: Israeli forces will withdraw to an agreed-upon line, and all military operations will be suspended, with battle lines remaining frozen.
- Hostage Release Deadline: Within 72 hours of Israel publicly accepting this agreement, all hostages, alive and deceased, will be returned.
- Prisoner Release: Once all hostages are released, Israel will free 250 life-sentence prisoners plus 1,700 Gazans detained after October 7, 2023, including all women and children.
- Release of Remains: For every Israeli hostage whose remains are released, Israel will release the remains of 15 deceased Gazans.

Phase 2: Demilitarization and New Governance
- Hamas Exclusion and Demilitarization: Hamas and other factions agree to have no role in Gaza’s governance. All military and terror infrastructure will be destroyed and not rebuilt, a process supervised by independent monitors and an internationally funded buy-back program for weapons.
- Amnesty for Factions: Hamas members who commit to peaceful coexistence and decommission their weapons will be given amnesty. Those who wish to leave Gaza will be provided safe passage to other countries.
- Interim Governance: Gaza will be governed temporarily by a technocratic, apolitical Palestinian committee with international oversight from a new ‘Board of Peace,’ chaired by President Trump and other world leaders.
- International Security Force (ISF): The US will partner with Arab and international partners to deploy an ISF to train Palestinian police, secure borders, and prevent weapons smuggling.
- Israeli Withdrawal: Israel will not occupy or annex Gaza. The IDF will withdraw progressively as the ISF takes control, leaving only a temporary security perimeter until Gaza is fully demilitarized and secure.
Phase 3: Humanitarian Aid and Economic Development
- Immediate Aid Surge: Upon acceptance of this agreement, full aid will be immediately sent into Gaza, including the rehabilitation of infrastructure, hospitals, and bakeries, and the removal of rubble.
- Aid Distribution: Aid distribution will proceed without interference through the UN, Red Crescent, and other international agencies. The Rafah crossing will open in both directions under agreed terms.
- Economic Plan: A major Trump economic development plan will be created with experts who helped build modern Middle Eastern cities to synthesize investment proposals.
- Special Economic Zone: A special economic zone will be established with preferred tariff and access rates to be negotiated with participating countries.
- No Forced Displacement: "No one will be forced to leave Gaza," and those who wish to leave will be free to return. People will be encouraged to stay and build a better future.
Phase 4: Political Horizon and Security Guarantees
- Regional Guarantees: Regional partners will guarantee compliance so that New Gaza poses no threat to neighbors or its own people.
- Alternative Implementation: If Hamas delays or rejects the proposal, redevelopment and aid will still proceed in terror-free areas under ISF control.
- Interfaith Dialogue: An interfaith dialogue process will be established to promote tolerance and peaceful coexistence between Palestinians and Israelis.
- Path to Statehood: As Gaza stabilizes and Palestinian reforms advance, "conditions may emerge for a credible pathway to Palestinian self-determination and statehood."
- US Facilitation: The United States will facilitate dialogue between Israel and the Palestinians to agree on a political horizon for peaceful coexistence.
