According to the report, negotiations. mediated in part through Pakistan and other channels, are focusing on a structured, multi-phase approach rather than a single comprehensive deal.

Phase One: Immediate De-Escalation

The first stage would focus on stabilizing the situation in the Gulf:

  • A regional ceasefire.
  • Gradual reopening of the Strait of Hormuz.
  • Iran would handle the removal of sea mines it laid, with no objection to U.S. assistance.
