Following Prime Minister Benjamin Netanyahu’s announcement of Israel's agreement to the steps outlined in U.S. President Donald Trump's Gaza peace plan, the proposal has encountered a mixed, yet largely skeptical, reception in the Arab and Palestinian spheres. While several Arab states have publicly backed the initiative, Palestinian analysts caution that the plan includes several "frogs", unacceptable conditions, that the Hamas terror group will struggle to accept.

The primary sticking points challenge Hamas’s core identity and control over the Gaza Strip, as the organization, which holds the key to the plan's full implementation, continues to examine the proposal "seriously" but has not yet given an official response.

The core problem for Hamas lies in demands that dismantle its military and political control:

The Major Obstacles

  • Full Disarmament and Infrastructure Demolition: The plan requires the complete destruction of tunnels and weapon sites, with an absolute commitment that they cannot be rebuilt. This process must be verified by independent, external observers.
  • Exclusion from Government: Hamas and other terrorist factions are barred from the transitional governing body, eliminating their political legitimacy.
  • International Force Deployment (ISF): The immediate presence of a foreign stabilization force would replace Hamas’s security mechanisms, challenging its sovereignty and control.
  • Immediate Hostage Release: The demand to free all hostages within 72 hours forces Hamas to surrender its most powerful bargaining chip instantly, hindering its ability to negotiate future terms.

The Weaponry Dilemma

The most significant "frog" for Hamas is disarmament. Analysts agree that relinquishing its military capabilities means:

  • Loss of Control: Hamas loses its monopoly on force, eliminating its ability to exert security and political control.
  • Image Crisis: Surrendering arms is seen as capitulation, undermining its core identity as the "defender of the Palestinian people."

Hamas Official Vows Continued Armed Struggle

Amid the criticism, senior Hamas official Taher al-Nunu was interviewed by Qatar’s Al-Arabi channel and firmly rejected the disarmament demand.

"We have said before and our position on this is clear: Resistance is the right of the Palestinian people as long as it remains under occupation," al-Nunu stated. "As long as there is an occupation, our people will have the right to resist in all its forms, including armed resistance. The weapon is not a luxury, it is intended to protect the Palestinian people and restore their rights."

He clarified that if the occupation were removed and a Palestinian state established, then "he [the Palestinian people] will not need resistance or weapons, and he will be part of the political Palestinian framework."
