The newly signed nuclear cooperation agreement between the United States and Saudi Arabia has triggered an unprecedented diplomatic dilemma for the White House, with the United Arab Emirates threatening to upend the regional nonproliferation framework.

Following an exclusive report by The New York Times, Abu Dhabi is now demanding to reopen its landmark nuclear accord, a move that could fundamentally alter the balance of power in the Middle East.the controversy stems from the July 22 agreement signed between Washington and Riyadh.

The new U.S. Saudi pact establishes a flexible path toward potential domestic uranium enrichment following a research period, while notably omitting the IAEA stricter Additional Protocol oversight requirements. This concession immediately activated a protective clause embedded in the UAE 2009 bilateral nuclear treaty with the United States.

Escalating Regional Impact

Under its 2009 agreement, the UAE voluntarily foreswore domestic uranium enrichment and spent fuel reprocessing in exchange for advanced civilian nuclear technology, creating the nonproliferation "Gold Standard" that built the Barakah Nuclear Energy Plant.

However, the accord explicitly guarantees that if a regional state receives more favorable terms, Abu Dhabi retains the right to renegotiate.

Driven by the need for massive energy to power data centers and tech initiatives, and as the Saudi deal undergoes a 90 day congressional review tied to the Abraham Accords, experts warn that regional powers like Turkey and Egypt may soon demand similar enrichment flexibility.
