Operation in Judea and Samaria
Israel Busts Major Terror-Funding Ring in Judea and Samaria
30 suspects arrested, over NIS 7M seized in sweeping raids on money changers

As part of its sustained campaign to disrupt terror financing, Israel Defense Forces units, Border Police troops in Judea and Samaria, the Civil Administration, Shin Bet coordinators and the Judea and Samaria district police on Wednesday carried out coordinated raids on money-exchange businesses accused of handling terror funds. Under intelligence direction from Central Command and Shin Bet, the forces targeted several exchange houses that had previously been declared unlawful associations by Central Command and the defense minister.
During the operations, security personnel confiscated more than NIS 7 million in cash confirmed or suspected to be earmarked for terror activities. Thirty wanted individuals were arrested on charges ranging from providing material support to terrorist organizations to operating illegal financial networks. All detainees and seized assets have been transferred to the relevant security and prosecutorial authorities for further action.
Since the outbreak of the war in October 2023, Israeli security forces have confiscated some NIS 30 million in terror-linked funds across Judea and Samaria, reflecting a major component of Israel’s strategy to choke off financial resources for militant groups. Officials said the recent raids demonstrate both the ongoing intelligence work and the interagency cooperation that underpins Israel’s counter-terrorism efforts.
A Defense Ministry spokesperson commented, “We will continue to pursue every lead and dismantle any structure that seeks to channel money to terror groups. Cutting off their funding is essential to weakening their operational capabilities.”
Observers note that while direct clashes dominate headlines, operations like these play a critical behind-the-scenes role in undermining the financial networks that sustain prolonged conflict.
