The Qatari declaration comes amid severe structural damage inflicted upon Kuwait's critical civilian infrastructure by Iranian strikes. Recent missile and drone hits directly struck a primary power plant and a major water desalination facility, forcing the total shutdown of multiple power generation units. The heavy destruction forced Kuwaiti authorities to initiate the emergency deployment of mobile generators across several districts to maintain basic electrical supply for residents.
